These programs target adults ages 17 years old and up who have less than a high school diploma. Their goals, as described in the Adult Education and Family Literacy Act (AEFLA) as amended by the Workforce Investment Act (WIA) of 1998, are to:

  • Help adults become literate and obtain the knowledge and skills necessary for employment and self-sufficiency

  • Help parents learn the skills necessary to be full partners in their children’s educational development

  • Help adults complete their secondary-level education
